With dynamic contrast the screen brightness gets lighter or darker depending on whether there is a lot of dark or a lot of white on the screen. This is an opinion of mine and I don't have any data to back it up except that I am a professional photographer and have used both.

From what I've read and seen if you are being told dynamic contrast ratio it is likely 1000 to 2000 times the static contrast ratio.
