the tention pulley bolt is not stuck. It is supposed to be that way take a 1/2 " or 3/4 rachet or breaker bar and put it in the square hole and use the breaker bar to get leverage to move the tention bar so that tention is off the belt to rmove belt and do the same to install belt

There is a belt tension pulley with a slot for a 1/2 " drive ratchet release tension (MIGHT HAVE TO USE A CHEATER BAR) install belt. Done deal.
When looking at the engine from the front, the tension pulley is the only wheel on the drive belt that has the belt on the inside of it. If you are referring to the Serpentine belt, you loosen no pulley. You simply remove tension from the belt. The tension is applied by the Idler Pulley. If it does not drive anything it could be an idler pulley.
Most cars now have a serpentine belt that drive the alternator, water pump, power steering unit, etc. The belt tension pulley is a spring loaded pulley that keeps the proper tension on all these units. It can be moved to release the tension in order to remove the belt.
The tension pulley has a 3/8" square hole in it. Using a 3/8 drive ratchet or breaker bar, simply put it in and pull the tension pulley.
remove the old one, remove the drive pulley. install the drive pulley on the new alternator,lock the shaft with an allen or drill bit thru the housing hole,torq the drive pulley nut, install it like the old one was installed.
I have a 1054 and just put a new drive belt on it. It has a spring loaded belt tension pulley and there is no adjustment. Check and see if the spring has broken or come off the pulley.
fans are driven electronically no belt. The serpentine belt is taken off by taking the tension off at the tensioner and replacing by following the pattern on your strut tower.
