The rivets you mentioned are not actually rivets, but bolts without the hex head, presumably that way for theft prevention. If you're desperate you can take a dremel tool with a cutting wheel and either make a slice on one of the bolt heads so that you can use a screwdriver to remove it, or cut the strap holding it to the steering column - it's probably an easy replacement.
