probably a short in the steering column wiring or check lower down on the steering shart under the dash for hanging wires
if its a vectra b (95 -01) then its under the steering wheel there is a recess you put your hand in and pull it. on the cover you pulled off its stamped on there?
My Vectra did this a few times. It was diagnosed as a fault caused by the ABS unit. A main dealer tried various mods then changed the whole module. That cured it. I don't what it cost as it was under warranty.
