When dealing within the realm of the managers' area of supervision, the manager must understand the general strategy that senior management has placed upon the managers area of responsibility. Without that understanding, there will be a conflict between the results and the expected results. Thus we would see a failure because the two levels of management are expecting different things to happen.
Once its clear that the concepts of the task at hand are shared among these two levels, it's the manager's job to insure that the people being supervised understand it as well.
