You can deep fry whatever you want. I live in Scotland where everything is deep fried. It is a method of cooking used all over the world, a lot of Indian Food is deep fried, British(especially Scottish) takeaways will deep fry almost everything on the menu. Everything I have listed I have eaten or seen in restaurants or takeaways.

You may be referring to a 'knish'. The way knishes are made can be very different between regions and in some places they're deep fried in a batter while in others they're baked with a light flaky pastry. However, a knish isn't a dumpling.
