Yes, it is possible to transfer Pokémon from Pokémon Red, Pokémon Blue and Pokémon Yellow versions from the Nintendo 3DS' Virtual Console to Pokémon Sun and Moon but one need to have the Pokémon Bank and Poké Transporter installed on the console, while having an active account of the former. Please keep in mind that these Pokémon can't be transferred back to their previous game.

You cannot get Virtual Console games on the DSi. If you want to download Virtual Console games, you must have a 3DS. Currently, (August, 2012) there are no Pokemon games for download, on the Virtual Console. However, the original NES Legend of Zelda, Zelda II: The Adventure of Link, Link's Awakening DX, The Four Swords, and Minish Cap are available to download on the Virtual Console. The original NES Metroid, Metroid II: The Return of Samus, and Metroid Fusion are available too.
