Sometimes. It is an Optional Trigger so it can miss the timing.
When an opponent activates a Field Spell card, your Field Spell Card is destroyed when the opponent's resolves. Your opponent's field spell card will resolve to the field, your Geartown will be destroyed, since the destruction was the last thing to happen, Geartown will Trigger.
When you activate a new Field Spell Card over your own, your original one is destroyed when the new one activates. Geartown will go to the graveyard, then your new one will resolve to the field. Geartown misses the timing.
If however you Set a new Field Spell Card, this doesn't use the chain. Geartown will be destroyed as above, and will also Trigger.

Peten's effect is an Optional Trigger ('you can') which have a restriction on when they can activate. If their condition is met, but something resolves, or is summoned, before they can activate, then they miss the timing and do not activate. So with Peten, if he is tributed for any kind of cost, including tribute summon, then the monster's summon or resolving effect make him miss the timing. It is important to note that other activations alone do not make a card miss the timing, nor can a correctly activated Optioal Trigger subsequently miss the timing. It is a resolution before the optional trigger can activate that does it. For example Giant Rat's effect is Optional, if two battle and destroy each other, their effects will form a chain with each other. Nothing happened in between the condition being met, so both activated legally, one's resolution does not prevent the other resolving.
Would the draw effect when Formula Synchron is synchro summoned miss the timing if T.G. Hyper Librarian's draw effect resolves first in Yu-Gi-Oh?
The timing is missed on an optional trigger if something 'happen', such as a resolution or another summon, after the trigger condition is met but before it has time to activate. After it has activated correctly, it can no longer miss the timing, even if something resolves before it. The synchro summon is the trigger condition for both effects. As a mandatory trigger, TG Hyper Librarian will activate first as chain link 1. Nothing has 'happened' yet, to make Formula Synchron miss the timing, the optional trigger will be placed at chain link 2. They will resolve in reverse order as normal.

No, it triggers in response to the declaration of the attack. If it is face down at this point, then it misses its chance to activate. When it is flipped face-up at the beginning of the Damage Step, it is too late to use its effect.

Is a passive alarm supposed to lock the doors also?
I believe a passive alarm will just activate a horn or very loud sound device after the initial trigger is activated, like opening a door, hood or trunk lid. And that is that. You need to get a pricier alarm to activate door locks, etc. Hope this helps.

Does an effect activate only once the monster is on the field?
In general, yes. Continuous effects are only applied while the monster is on the field, an activated effects (Ignition, Trigger and Quick) can only activate when the monster is on the field. If they activate in other zones (Honest, while in hand, Zeta Reticulant, while in the graveyard, DD Survivor, while out of play) then it will specifically say so on the card.

Can Spell cards in Yu-Gi-Oh be activated during your opponent's turn?
You can activate Quickplay Spell cards in your opponent's turn, if you have Set them on the field. As well as that, some of your face-up continuous and continuous-like cards may have a trigger than activates when a certain condition is met, these can activate in the opponent's turn too (Black Garden is one).
