The timing is missed on an optional trigger if something 'happen', such as a resolution or another summon, after the trigger condition is met but before it has time to activate. After it has activated correctly, it can no longer miss the timing, even if something resolves before it.
The synchro summon is the trigger condition for both effects. As a mandatory trigger, TG Hyper Librarian will activate first as chain link 1. Nothing has 'happened' yet, to make Formula Synchron miss the timing, the optional trigger will be placed at chain link 2. They will resolve in reverse order as normal.

You could so something convoluted - like summon Armory Arm, use Lightwave Tuning on it, then equip it with Demotion, making it a Lv2 Synchro Tuner (it only has to be Lv4 to be a legal target for Lightwave Tuning, it doesn't matter if the level changes after). Or you could just wait for Formula Synchron to come out.
Shooting Star Dragon requires a 'Tuner Synchro' monster and a Stardust Dragon as components. Typically that will be Formula Synchron + Stardust Dragon, that's the easiest way. You can play around with alternate methods though, they are very inefficient. Armory Arm can be made into a Lv2 Tuner Synchro using Lightwave Tuning and Demotion. Or there are cards of different levels that can somehow copy Stardust Dragon's name. But it's probably best to stick with Formula Synchron for now.

Nitro Synchron is a regular Effect Tuner Monster, not a Synchro Tuner Monster, so is an invalid Tuner for Shooting Star Dragon. About the only way around it is to have something like Armory Arm and Lightwave Tuning to turn itself into a Tuner, and then a name-changing monster gain the name of Stardust Dragon, but either way it must have a Stardust Dragon and a Tuner Synchro with a combined level total of 10.
