There's a few ways to level up
1.Get a action Replay or GameShark and cheat
2. use a VS Seeker to battle trainers again.
3.Keep beating the elite 4
4. use a EXP. share
5. train in the wild.
6. trade with Pokemon emerald, clone a Pokemon while it holds a rare candy, keep on cloning until you have enough rare candies, get the candies, put them in you bag, use them all on your Pokemon until they're level 100 and trade them back.

It depends on how much Exp your Pokemon needs for example lets say your pikachu needs 100 Exp to get to the next level well then you must move 100 steps to get pikachu to the next level. Basically every step you make is 1 Experience point for your Pokemon.
