If you mean Sunyshore, then you can only get there once you have reached a certain point in the game. Until then, you won't be able to because the city is experiencing a major blackout, and a man will prevent you from going there anyway. You have to beat Team Galactic and either capture or defeat Dialga in order to get to Sunyshore City.
