A red Gyarados
is just a shiny. The odds of encountering a shiny in Generation IV (Diamond/Pearl/Platinum & HG/SS) is 1/8192. So there is no definite way to catch the Red Gyarados
in Diamond.
However, you CAN catch the Red Gyarados
from the Lake of Rage in either Heart Gold or Soul Silver and trade it over to your Diamond game.

Red Gyarados is basicly a shiny pokemon. Just your luck can get you it. Remember there is a 1 in 8192 chance in getting a shiny pokemon.
Each Pokémon species has a shiny version. Shiny Gyarados have red skin instead of blue. Use a Super Rod to find Gyarados, and you have a very tiny chance of encountering a red one (about 1 in 7,000). Gold, Silver, and Crystal also have Red Gyarados, but you can't trade with those older games. Although people talk about the Red Gyarados like it's a legendary Pokémon, it's actually no stronger than a regular blue one, so don't worry too much if your Super Rod isn't lucky.
Get Uxie,Azelf,and Mesprit in your party and go to Lake Verity and the super rod and in about 10 to 30 tries to do it.(Not a cheat)

Then you can't get the Red Gyarados. Any kind of Gyarados does not appear in tall grass.
