I don't know about fire red version, but in original red version it is closed until you get to the second city due to "repairs" so I'm pretty sure in fire red, if it isn't when you get into the 2nd city, it will open up when you get a little further in the game. if this doesn't solve the problem, probably a problem with the cable, it wont open up unless the cable is properly connected to 2 gameboys.

On 8 island you can catch ho-oh and lugia but you can also obtain them by using Colosseum and XD. It is impossible to get Mew and Celebi.
