I don't know about fire red version, but in original red version it is closed until you get to the second city due to "repairs" so I'm pretty sure in fire red, if it isn't when you get into the 2nd city, it will open up when you get a little further in the game. if this doesn't solve the problem, probably a problem with the cable, it wont open up unless the cable is properly connected to 2 gameboys.

No, you cannot. The only way to keep Pokemon when you restart is for you to trade it onto another game, then trade it back onto yours when you need it. If you are restarting and you follow my method, then you should trade on Pokemon that have been purposely caught for that, like easily replaceable Pokemon that are common. For example: Zigzagoon, Wingull, and many others.
Cloning in Colosseum is simple. All you need to do is open up your save files directly from your Gamecube. You can do this by turning on the gamecube without a disc in, or with the disc lid open. Then go to 'memory card'. You should be able to make a copy of your Colosseum save file, so there will be two identical files. Then you can restart the gamecube, and load the game as usual. Transfer the Pokemon onto your gameboy game from one of the files. Now, there should be a whole 'nother set of those Pokemon on the extra save file :) If this doesn't work, try saving the extra file onto another memory card, and maybe try removing the memory card as you do the trade.
