To get an EEVEE in Pokemon Fire Red, you have to go to the Celadon Mansion and enter from the back. Then you have to climb up all the stairs and go into a little doorway which has a sign saying "I KNOW EVERYTHING!". A pokeball will be on top of the chair. Go to it and press A.
Beside the Pokemon center in Celadon City. You go in there and turn left. You walk a little then there is a door. You go inside, then go up the stairs. You see a little cabin you go inside. there is a pokeball.

1.Go to"CELADON CITY".
2.Then go to the "pokemon center" (building with red roof).
3.There is a path on the right side of the building, between some trees and the side of the building.
4.Walk up then to the left, there is a concrete path.
5.Walk on that until you see an opening between some trees above you.
6.Walk up then go to the LEFT not the right. Until you see a back door.
7.Go in the door then up all the stairs to the roof.
8.Walk down until you see a small building on the roof, then go in.
9.When you are in the building go to the poke ball.
The poke ball hold Eevee!!!
