You will never know this, it is completely random. You should go to the route and keep fishing in every tile 5-6 times. When you find Feebas, catch 5-6 so when you need another you just need to breed it.
Well in route 119 there are 6 tiles in the whole river that you can catch feebas in and the dewfofd hip phrase changes which tiles they are

In emerald, Feebas can be ONLY found in Route 119. Remember this: Over the 400 water tiles that can be found on that route, only 6(SIX) of them have FEEBAS. So this is my suggestion: Bring a Pokemon that knows surf/ lots of repel/ super rod(because with this, you can only encounter CARVANHA and FEEBAS) and PATIENCE. This is how it works: fish on every tile for 5-7 times(hard but hardwork pays big time!). Now, if you've seen a feebas, even if it is male/female, catch it so that the FEEBAS CATCH RATE on that TILE will increase from 25% to 75%. If you don't want the feebas that you caught, fish on that tile again. Hints for a MILOTIC: Your feebas should ONLY have the MODEST,MILD, RASH and QUIET natures because this natures is the only one who favors BLUE POKEBLOCK. Blue blocks raise a Pokemon's beauty which is the one that you need to evolve feebas. Maximize its beauty and when it is full, level up or give rare candy to your feebas so that it will become a MILOTIC. Hints for Blue Pokeblock: Use POMTRE Berry(can be found on the Berry Master House). The higher the level and the lower the feel, the best beauty you can get. u will hav to look it up on google like i did, because u need the super rod and u need to fish in the area it says on the pokedex but the problem is he's only on 6 of the 400 squares.
You can find him in Mt. Coronent if you have Pokemon Pearl or Diamond version but if you have Ruby,Emerald,or Sapphire then you can find him in the waters of Route 119 though it will be very hard to find it Good Luck!
Feebas is found on the patch of water in the route to the LEFT of Fortree, in 6 Random squares, which change when the Dewford trendy phrase is changed. You will need to fish for Feebas.

The 6 tiles are changed randomly depending on the "trendy saying" in Dewford town. When you find a tile that has FEEBAS in it, you can use your OLD ROD as many times as you want to get tons of FEEBAS until the Dewford Town "Trendy saying changes. So if you find the FEEBAS tile.... DON'T CHANGE THE "TRENDY SAYING"!!!!!!!!!!
People say the phrase changes the location of Pokemon in the wild, but it doesn't. It randomizes where feebas can appear because feebas only appears in 6 squares
first you need surf a rod any rod apart from old rod then there are only 6 spaces of the 400 squares of water that you can catch feebas but i dont know were they are just surf around and fish randomly hope that helps ! :)

You can't. Go south of Fortree and then surf on the water you find there. Start at the top or bottom square and fish around 3 or 4 times on each square ( or whatever makes you comfortable considering you may just as easily find it fishing one Pokemon per square since there are 6 different squares of water they'll appear on). If you lose your catch or don't get a bite, fish until you've seen 3 or 4 Pokemon on that square, or, again, whatever number of Pokemon you wanted to see per square made you comfortable. Feebas are found on 6 random squares in this body of water. When you save, or when you change the trendy phrase in Dewford Town, they randomize the squares of water, and you have to start again. Make sure you have the Super Rod as this will get you Carvanha or Feebas, increasing your chances of finding Feebas. Also, Repels may help you avoid running into Pokemon on the surface, speeding up your search.

It's a complex system on catching a Feebas. First off, Feebas can be obtained on Route 119 in 6 of about 400 different water tiles. It's impossible to tell where it is, and it's never the exact same location as a different game, so don't ask a friend where to find it. The 6 tiles are totally random, but there is a way to re-randomize it. Talk to the kid by the highest house in Dewford Town, and he'll talk about a "Trendy Saying." If you change the "Trendy Saying," the 6 tiles where you can find Feebas will be re-arranged. Another easier way is to fish about five times on every tile (make sure you are not using surf) but standing on the ground in stead hope this works for you
