If they already live under a monarchy or constitutional monarchy, they don't have to do anything. In the US, they do without; it is not likely that a move toward establishing a US monarchy would go very far. In most cases in history, countries have move away from and not toward monarchies to handle governmental needs.

The people vote and whatever the government does, people have a freedom of speech to say what they think and a government is often changed around to suit the public. Monarchy is power through inheritance. People can't vote for the leader nor really object and live. It depends if you live in a time with a thoughtful king and not a king which does what he feels like it.
