The Game Sync ID is how you use Dream World. To get it, or to use Dream World at all, make sure you have an internet connection. Go to "Game Sync Settings" in the main menu. After Syncing with the internet, it should give you an ID. Then you make an account at the Global Link/Pokemon Trainer Club website, and enter in your Game Sync ID on your Profile Page.
To use the Dream World any time after, just use the Game Sync on the C-Gear where you have internet access. You can only go on once per day for an hour.

No, it is COMPLETELY DIFFERENT. Game Sync ID is required in order to put your game online. Game Id is only for your individual type of game whether Pokemon Black, White, Heartgold, Soulsilver, Platinum, etc.

Be warned that if you had bought the game used: If the game had been registered to a PGL account by its previous owner you cannot register it again.

first get the c-gear after beating the first gym leader. then save and restart your game. press start at the title screen but DO NOT LOAD YOUR GAME FILE YET!!! scroll down to the option called GAME SYNC SETTINGS. connect to nintendo wifi and set up your game sync id. next go to www.pokemon-gl.com and make an account. register your game sync id to your account. next play your pokemon white and choose the game sync on the c-gear. tuck in any pokemon from the pc boxes. now go to the dream world on your pokemon.copm account. read the instructions for how the dream world works and when you are done wake up your pokemon the same way you tucked it in. lastly warp to entralink through the wireless option on the c-gear. if you read what the people there say you will have no problems.
