In the US the four states known as commonwealth states are, Kentucky, Massachusetts, Pennsylvania and Virginia, the fact that they are known as such has no bearing upon their legal status in accordance with US laws. Puerto Rico and the Northern Marianas are also Commonwealth territories and they do have a different legal status then US states. That being the case, the question must be specific about which state or province the information is needed before a definitive answer is possible.
