For the most part. If it is painful or uncomfortable, you shouldn't do it. And you will probably get tired faster than before. The best excercise to do while pregnant is to walk. It isn't strenuous on the body, and it prepares your pelvic muscles for birth. Sit-PS, leg-lifts, and other strenuous excercises are no good. Anything that doesnt feel comfortable is probably bad as well. Swimming is good excercise as well.

Yes it is. The brace is there to immobilize your neck until it heals. If the the brace is not compatible with swimming, you might consider not swimming until you've healed completely. This would be a good thing to talk to your doctor about, as I would guess you've been asked to reduce excercise until your cervical spine heals.
