The Roman Empire was the name given to all the 'states' owned by The Roman nation. The Roman Empire spanned the world covering places such as Britain, Italy and parts of Asia (minor).
The Romans were the people who inhabited this empire. To be an actual Roman citizen you had to be born into a roman family. There were other ways to become a Roman citizen, such as being appointed one by the Emperor (Cogidubnus was made a full Roman citizen but was born a Birton).
