The Roman Empire was the name given to all the 'states' owned by The Roman nation. The Roman Empire spanned the world covering places such as Britain, Italy and parts of Asia (minor).

The Romans were the people who inhabited this empire. To be an actual Roman citizen you had to be born into a roman family. There were other ways to become a Roman citizen, such as being appointed one by the Emperor (Cogidubnus was made a full Roman citizen but was born a Birton).

Actually, yes. That is what makes it the Roman Empire. Defining what the Roman Empire is though is a bit difficult. It changed and became many things in its nearly fifteen hundred year history.

The Empire was divided several times, though originally became a Tetrachy in 293 AD when Diocletian broke it up to make it easier to maintain. It was commonly referred to as the Eastern (Byzantine) and Western Empires but remained the Roman Empire until its final fall in 1453 at Constantinople.

The Empire was truly a living thing. It assimilated and spread cultures from the far western boundaries in Morocco, and Spain to the east protected by the Byzantine system of walls (Valul lui Traian or Trajan's Wall and Vallum Aelium--Aelian [Hadrian's] Wall for example) in Parthia (Iran and Iraq), Romania, Moldova, and Ukrain; to the north Limes Britannicus(England) marked by the Vallum Antonnius (Antonine Wall), and south the Limes (or limites, fortified borders) of Tripolitanus (Modern Libya) and Arabicus (Syria, Palestine, and Arabia), as far south as modern Yemen.
