  1. The English government could do little to stop the colonies founding in the early 17th century--benign neglect is the best description of their 'tolerance' without supporting the colonies. While they tried to coordinate the founding of colonies and to attempt to collect taxes and make other benefit from the colonists work, they were largely ignored, as most of the New England colonies after Massachusetts were formed without their blessing by dissenters of the original colonies. They were begrudgingly recognized eventually, though colonies that struck personal nerves (such as the harbor of judges that sentenced Charles the First to death) received no recognition, which resulted in the harbor of the judges (New Haven) to be merged with Connecticut. It was in the rule of Charles the Second, in the late 17th century, that benign neglect ended and he immediately stopped tolerating the colonies blatant disregard for English policy, revoking their charters and political status.
