This debate ultimately led to the acquisition of territories such as the Philippines and Puerto Rico, and shaped American foreign policy for years to come.

This amendment protects citizens against unreasonable searches and seizures and requires law enforcement to have probable cause and specific warrants. After World War 1, the United states was faster to get involved in international conflicts. It is a matter of debate whether this change in policy was an improvement.
It isn’t policy, but freedom of speech and the first amendment. The Supreme Court ruled that burning a flag is freedom of speech.
