It did not. The American Revolutionary War lasted until 1781, with some random insurgence as late as 1783. The "Declaration of Independence" had the most influence on the Revolutionary War. It was printed and circulated throughout the colonial townships. It wasn't until a few years after the War was won that the newly formed US Congress met to draft and begin the ratification of the U.S. Constitution in 1787.
Though the founding fathers and Congress did recognize that specific "Rights" of government and citizens would need to be outlined as future addendums to the Constitution, it was not until 1791 that the "Bill of Rights" (the first 10 Amendments to the Constitution) was drafted by James Madison, and presented to Congress for ratification.
