Union troops which obtained these weapons through private channels were radically more effective against the Confederates (who could not make these weapons themselves), than the ordinary smoothbore musket-armed Union soldier. So, the Union side ignored a valuable technology because it didn't understand how to use it effectively. The breechloading rifle was then shown to be highly effective in the 1870s during the Indian wars (vs Native Americans) and in the Franco-Prussian War.

In short, you need not just new technology, but someone who understands how to use this new technology in order for it to have a lasting impact.
