Stalin set up a blockade between East and West Berlin in 1948 to try to force the Western Allies to give up control of West Berlin and to prevent the flow of resources and people between the two parts of the city.
After the Second World War, Germany was divided in to four zones of occupation where each of the four major allies, Britiain, the U.S., Russia and France, exercised military governing authority. Berlin was deep inside the Russian zone but because it was the capital of Germany it was also divided in to four zones. West Berlin, that is those parts of the city occupied by the U.S. Britiain and France, received all of its food and fuel by rail from outside the Russian zone. So, Stalin, trying to force the Western allies to give Russia all of Berlin, blocked the railroads leading from western Germany into the city. President Truman met the challenge by organizing an airlift. Cargo planes, operating 24 hours a day, carried in tons of food, gasoline and coal. This went on for months. Finally Stalin gave up and lifted the blockade. Michael Montagne

Try "Stalin"
In 1948 and 1949, Stalin decided to impose a blockade on West Berlin as part of an overall plan to bring West Berlin, then the whole of the western portion of Germany (still occupied by French, British, and American forces), into union with Soviet-controlled East Germany. By closing land-access to West Berlin, Stalin considered that the city would soon require Soviet assistance and thereby come under Soviet control.
