Basically its just a "contest" between America and Soviet Union.... they started a race to see who made the most weapons... but its crazy because a war never actually broke out!! Funny, huh?

^^That didn't really answer the question... war DID break out, in Vietnam, Korea, and Afghanistan, all "proxy wars" of the cold war between the USSR and the USA. But the political impact was that it lead to the collapse of the Soviet Union, which was communist, and became democratic post-cold war.
