The assumption always was that Cuba and the Philippines would be eventually let go, but no timeline was ever set. Filipino Revolutionaries like Aguinaldo who had helped the USA against the Spanish, began to attack American interests after the War.
Puerto Rico was more fully integrated into the USA because there was no intention of every releasing it from US Authority. Life improved somewhat during the century of American control.
