Which Second Gulf War?
The Persian Gulf War of 1990-1991 was about Iraq's military annexation of Kuwait and the United Nations Coalition that intervened to restore the antebellum condition.
The Iraq War of 2003-2011 has unclear causes but was the American invasion of Iraq ostensibly to recover weapons of mass destruction which were never found.
Iran was only involved in the First Persian Gulf War also known as the Iran-Iraq War and that war was resolved by armistice after a stalemate. Iran was not part of the Second Persian Gulf War (from 1990-1991) or the Third Persian Gulf War (from 2003-2011).
Surprisingly, the Persian Gulf War of 1990-1991, commonly called the Gulf War in the United States and the Second Gulf War in Arab Countries, was fought in the Persian Gulf, a body of water bordering the nations of Qatar, Bahrain, Saudi Arabia, Kuwait, Iraq, and Iran. The name of the Persian Gulf comes form Iran's name in antiquity: Persia.
The second Gulf War, dubbed Operation Iraqi Freedom, started in 2003.
It could be called the "war in Iraq"...it cannot be called the war against Iraq, because the US is NOT at war with Iraq. The US is trying to restore law, order and stability to the Iraqi government/and region.
What if there was never a gulf war

It is unclear what is meant by "the Second Gulf War". Does it refer to the Persian Gulf War of 1990-1991 (with the First Gulf War being the Iran-Iraq War of 1980-1988) or does it refer to the Iraq War of 2003-2011 (with the First Gulf War being the Persian Gulf War of 1990-1991)? To read about the causes of both of those wars, see the Related Links below. It is usually considered that the Persian Gulf War of 1990-1991 had an Iraqi casus belli or Kuwaiti slant-drilling and that the Iraq War had an American casus belli of weapons of mass destruction in violation of the treaty terms of the Persian Gulf War of 1990-1991. Both of these are not terribly salient arguments.

The United States has participated in two wars in Iraq. There are many different names for the conflicts. They are often called the First Gulf War and Second Gulf War. The First Gulf War, or Persian Gulf War, was also called Operation Desert Shield and Operation Desert Storm. The allied forces led by the United States were called the "coalition of the willing" by President Bush. The name 1990 Gulf War is also used. The Second Gulf War was also called the Invasion of Iraq, Operation Iraqi Freedom, Operation Enduring Freedom, the War with Iraq.
