That government coordinated numerous military actions and civilian projects with US Forces in Iraq. The US also maintained strategic partnerships with various Kurdish agencies, most notably the Peshmerga (Kurdish Army), the Patriotic Union of Kurdistan, and the Kurdish Democratic Party. The US also maintained strategic partnerships with several Sunni militias which were, as a group, called the Awakening Councils.

The opposition to the US in Iraq was, and remains, primarily non-governmental, such as al-Qaeda, the Naqshbandi, former Ba'athist Fedayeen, Shiite militias such as the Sadrists, and ISIL and its precursors.
