The fascist leaders that I can currently think of are Adolf Hitler (Germany) and Benito Mussolini (Italy).
The axis were all the of the fascist party, which consisted of Italy, Germany, Japan, and temporarily Russia, and other smaller country's that neigbored Germany. Hitler was the leader of the Fascist Reich, and was the only explanation for the start of WW2, and the holocaust

National Fascist Movement was created in 1923.
Japan has never had a Fascist ruler or government. Japan was militarily aligned with Fascist Germany and Italy during WW2 as a part of the AXIS alliance.

The Falange (Spanish for phalanx) was an extreme political movement founded by Jose Antonio Primo De Rivera in 1933 and is a name often used to describe the original Fascist movement in Spain. Much of its ideology was adopted by General Franco for his fascist National Movement.
