He wasn't there for the whole war, but General William C. Westmoreland did lead the war effort and its buildup at MACV from 1964 to 1968. His place in the history of this event is still controversial and among Vietnam Vetrans the mention of his name will split the group into two strongly divergent sides, each ready to fight the war all over again.

According to US Generals, the US was clearly winning in Vietnam, until Tet arrived; then things got a little chaotic, the war got worse...and worse.
Vietnam was fought by WWII veterans (Generals). These men won WWII by US firepower; they knew firepower. Consequently, Americans deployed fire power in Vietnam in an attempt to win the war.

There were several generals in charge over the course of the war: General Westmoreland is the best known as had it during the 70's.
A stronger possibly of that, than the conventional methods employed by the WWII Generals.
