Diocletian's actions reduced the importance of the city of Rome when he designated other capitals which were closer to the frontiers which were under repeated attacks. Milan became the imperial capital in the west and Nicomedia (in northwestern Turkey) became the imperial capital in the east. Rome was no longer the seat of an imperial court and became only a nominal capital of the whole empire. Later Constantine I moved the capital in the east to Constantinople.

Rome's great distance from the frontiers of the empire is what reduced its importance. As the empire suffered a long series of invasions in the 3rd century, the areas near its frontiers became important. This military situation led to many emperors being men of low social status who had risen through the ranks of the army and became commanders (many of them were from Pannonia, an area along the River Danube which was a troubled frontier spot) instead of Roman aristocrats.

In the 260s the city of Milan, near the Alps, in northern Italy, became important under the emperor Gallienus. The city became the base of a cavalry which became a rapid deployment force which could be sent quickly either to the western frontier along the river Rhine, or east, to the frontier of along the river Danube thanks to its location between these two areas.

In 28 the emperor Diocletian appointed his fellow general Maximian as co-emperor and put himself in charge of the eastern part of the empire and Maximian in charge of the eastern part. He designated Nicomedia (in north-western Turkey) as the imperial capital of the eastern part and Milan as the capital of the western part. Both cities were closer to the frontiers.
