It is actually - to some positive figure is the range. Generally the boiler level is maintained at mid point that is zero. The transmistter is differential type. (DP type) If the transmitter is with a specified signal out put of 4-20 mA, it sends out 4 mA at lowest level and 20 mA at highest level. At mid level zero it sends out 12 mA. Differential pressure is highest at actual lowest level and lowest at actual highest level of the drum.
By keeping negative to positive range there is fair amount of analog signal on lower and higher side of the drum.

V=(πD2/4)h where D is the diameter of the 55 gallon drum and h is the height of the oil. Or if you prefer V=(2πr2h where r is the radius of the drum and h is as above.

Usually high pressure boiler feed water is a 3 cell control using the drum level transmitters average, Steam flow Transmitter and feed water flow transmitter The drum level controller is tuned so that the drum level is around the half glass depending on load using the steam flow as a feed forward & drum level trim (lifting the drum level above SP under high load and lowering drum level under SP for low load)and the water flow to balance out with the steam flow (mind you if you blow down or have a tube leak the drum level will open the feed water control valve to maintain level) the main tuning in the P.I.D for this is Gain and integral not using derivative as it is too abrupt in its response obviously the actual full control schematics is a lot more complex than this
It depends on the aplication. When measuring level in a tank containing condensible fluids like steam, there's a high problability to have condensation in the reference leg. To compensate for this effect, the reference leg must be filled with the same liquid that is in the tank. This liquid in the reference leg will apply a hydrostatic head pressure to the high side of the transmitter which will be equal to thenmaximun level to be measured.
Use a non-contact method such as infrared to measure the drum temperature, or mount a wireless, battery powered temperature transmitter to the drum.
