Create realistic laws covering copyright and fair use. With realistic laws for fair use, copyright violations would be reduced and could actually be prosecuted as needed.

Additionally, reducing the cost of items that are pirated would reduce the incentive to pirate.

In the PC world, the only portion of a computer that consistently increases in cost is software. With the changes that the software companies have made, removing printed documentation and forcing software buyers to buy the instruction manuals at a great significant cost, it would seem reasonable that the savings would be passed to the consumer.

To prevent Piracy, we must provide our Americans with plenty of security on their voyages; such as weapons, alarms, signals that can be sent to quickly getting a rescue plane, and other protections of the sort.

Follow the example of President James Monroe in dealing with the Barbary Pirates.

To best solve the problem with piracy, would be to make the threat of being caught not worth the risk of attempting to pirate the goods. People that are not worried about the consequences will try to amass wealth without regard of who it is they hurt.

Examples of this are lying, shoplifting, breaking and entering, dealing drug's, molestation, rape, piracy and murder.

One of the better ways is to make the software free and sell support services to wealthier customers like corporates. This completely eliminates piracy.

Conventionally software is protected with a password which is registered with the copyright owner. Passwords can be matched to one copy of the software so pirates have to pass on the same password for the pirated copy.

This approach can be improved by making the installation software sense the environment in which it is installed and including a summary of that data in the installation. Thereafter the software and password only works for a specific machine, so piracy is seriously crippled.

If the software periodically automatically re-registers with its copyright holder, through the internet, then duplicates of any copy can be identified. The copyright holder can then signal to pirated copies that they be remotely shut down or partially disabled.

You need to make sure that you have a copyright on the material. Then harsh punishments need to be in place to help prevent it.

The best way to prevent infringement is to get permission for using any content that you do not own. You can also create your own original content and become a copyright owner yourself!
