Unfortunately, the Federal government and State governments have not caught up with the times related to the internet and email use. Therefore, no, there is no law about forwarding general email. (There may be for government Email accounts.) However, it IS impolite to Forward without removing other email addresses.

***UPDATE*** I discovered by process of elimination, that it was one particular email address that always had this issue.
