AUTHORITY is the source of that power. Some examples:

In the US, the Congress has the POWER to enact laws, based on the AUTHORITY of the US Constitution.

In a military Dictatorship, the ruling military command has the POWER to run the country, but may lack popular or legal AUTHORITY to do so.
