Well, I am a LCDR (24 yrs in) and I have TWO upper arm tattoos! ------------------------------------------------- I'm a midshipman getting a tattoo shortly and I had the same question, because although my tattoo design means alot to me, I don't want to lose my commission over it. I had alot of trouble finding current Navy regulations for tattoos, but I think I found enough. Content, size, and location are the main factors. -You cannot get a tattoo anywhere on the head. -You cannot get a tattoo on your neck or upper chest if it is visible when wearing a T-shirt or a uniform shirt that exposes a V-neck collar. -You cannot get a tattoo that, if visible either on the arms or legs, that is larger then your hand, fingers and thumb together. -You cannot get any tattoo that is offensive or discrediting to the Navy or the US. These are the regulations I have found, and they are also backed up by the "application for commissioning". You don't need a waiver if you can answer no to all of the questions on the application, so just run through there and see. I've also heard that as long as the tattoo is of good taste and not on the neck or head, waivers are often granted for size.
