In the US, technically, no. The Constitution affirms the right to hold and express opinions, and the right to assemble peacefully. Racist actions are a crime, but individual thoughts and beliefs are a right.

Institutionalized racism should be illegal, i.e. racist laws, racist employment practices, excluding people from participating in government, voting, commerce etc. based on race or ethnicity, restricting people from membership in organizations that enjoy any legal status such as incorporation or special tax status, etc., should all be illegal.

HOWEVER, holding an opinion, voicing that opinion, other than to incite violence, or choosing your friends based on that opinion, no matter how reprehensible, should not be illegal.

Making the latter illegal runs the risk that one day the majority may find your opinions or values to be disagreeable, and make YOUR opinions illegal.
