It is legal to "date" anyone you want to in most western countries, the issue arises when it comes to sexual relationships, to engage in such activities you must be, or be older than, the age of consent in your area. I can confirm that a UK citizen must be over 16 to engage in any sort of sexual activity and anyone doing such with those defined as "minors" are breaking the law and liable for prosecution which can result in time being served in prison, depending on the age of the offender and the age difference. Being transgender in some countries is illegal and sexual acts between such people may be deemed as homosexuality, fetching sentences as harsh as life in prison or even death in strictly Muslim countries like Sudan or Iran.
