But after the start of the Civil War, it too would have fallen into disuse, and been invalidated by the 13th Amendment in 1865.
It concerned the arresting of runaways and returning them to their owners - replacing an older Fugitive Slave Law that had fallen into disuse. This one was much tougher, and it obliged every citizen to report anyone who looked as though they might be a runaway, on pain of a heavy fine. It was deliberately aggressive, because Congress needed to make a big gesture of appeasement to the South, since it could not hold out much hope of allowing new slave-states. They had to balance-up the Compromise of 1850, which was mostly favourable to Northern interests.

If I'm not mistaken the Law of Use and Disuse was disproved by August Weisman (scientist) several years after the death of Darwin (late 1800's). Weisman thought that if the law of use and disuse was true, he could prove it by cutting off the tails of mice for 20 generations in a row. No matter how many mice he cut the tail off of, the babies were born with a tail. His experiment proved that the law of use and disuse was false.
The disuse of the old factory led to its deterioration and eventual closure.
