It is difficult to determine the exact percentage of the world's population that are criminals as it varies by region and depends on how criminal activity is defined. However, the global average crime rate is around 45 crimes per 1,000 people.
Difficult question to answer, but let's work it out together.
We know that about 25% of the incarcerated people of the world are locked up in the US, and that total hovers around 2.5 million currently. Two and a half million times four is 10 million. Factor into that the hundreds, perhaps hundreds of thousands of war criminals, the unconvicted, politicians, business owners who commit fraud and cheat, LEO's who shoot unarmed children, terrorists, petty thieves, jaywalkers, sidewalk spitters, public urinators, litterers, and every other illegal doer in the world, and it would be easier to count the noncriminals of the world's 7 billion people.
