Federalism is a system of government in which power is divided between a central, national government and regional governments, typically states or provinces. The Constitution outlines the distribution of powers in a federal system of government.

Why did people believe federalism was a good thing?

Federalism IS a good thing, because it represents multiple levels of government. For example in the United States, the Federal Govt protects the borders, delivers the mail, handles currency. It's the 'win-win' from a large king on the hill style federal government or a confederation of states.
