Centralized government was a time period when the national government decided to stop helping out on a domestic level with policy making. Instead it set goals for states on a social level and then made the states compete for money from the federal government and the ability to use that program in their state. If u have ever heard of the great society, then you have heard of centralized federalism. A centralized law enforcement agency is one that operates at a national or regional level and is responsible for enforcing laws and maintaining public safety within a defined jurisdiction. It typically has a hierarchical structure with a centralized leadership and coordination of resources and personnel.
Federalism is a system of government in which power is divided between a central, national government and regional governments, typically states or provinces. This division allows for both levels of government to have their own areas of authority while also sharing some powers. The Constitution outlines the distribution of powers in a federal system of government.
Federalism IS a good thing, because it represents multiple levels of government. For example in the United States, the Federal Govt protects the borders, delivers the mail, handles currency. Where as the States are left to do the roads, education, etc. It's a way to ensure that government is best at the local/smallest level. It's the 'win-win' from a large king on the hill style federal government or a confederation of states.
A unitary system is a set of components for political organizations where most of the governing power resides in a centralized government. An unlimited government can be carried out by a group of people so a unitary system is possible.
