The New Jersey plan because it purposed a better stand point (meaning national government and state). Also the New Jersey focus was to make all states to have equal representation regardless on the size. But Virgina plan ( which was established before the new jersey plan) focused on giving representation to both the small states and the large states depending on the size. Which was the more logically reason for it. And as you can see today the Virginia plan was successful because now when you vote the electoral votes for each states was decided depending on the size. So this is why the Virginia Plan was better than the New jersey
