Most definitely: in the Old Testament, not just in Israel but in the other surrounding nations as well, it was commonplace for prisoners of war, conquered people, those who displeased the king, and for those who couldn't pay their debts to be made slaves. In the New Testament period it was so normal it didn't really rate a mention, as the Roman Empire had conquered most of the nations and completely subjugated them, and Rome was basically run by slaves. Slaves were enthusiastic followers of the Gospel message of true freedom, one of which was Onesimus mentioned in the epistle Paul wrote to his (Onesimus') owner Philemon.

Considering that "Bible time" starts from the "beginning" and never ends with Eternity... yes... there were and are slaves in Bible time.
