Ironically, Senator Barry Goldwater was unfairly criticized as a "war monger" in the 1964 presidential election. His defeat by Lyndon Johnson was huge. Yet it was President Johnson who carried on the dreadful Vietnam War. In 1971 Goldwater stated that the Congress was up to its ears on the war. He listed 24 statutes facilitating the fighting in Vietnam. Goldwater went on to say that no one in the Congress could claim innocence about what all the votes funding the war was about. Throughout all the previous years Congress had the power to limit or end the war. In fact, the Tonkin Gulf resolution itself had embodied in Section 3, the power to retract the resolution and of course the war could have been "supplied" as a gradual withdrawal took place under a bi-lateral agreement with the North.

the conflict in North Vietnam
See the website on "Vietnam". But be advised, there was NO "North Vietnam" after the war ended...Just VIETNAM.
Since North Vietnam was heavily subsidized by BOTH China and the Soviet Union, a more aggressive stance on North Vietnamese soverenty could easily lead to a direct military conflict with China and the Soviet Union. That was a situation neither of the three countries involved were interested in starting.

South Vietnam's surrender to North Vietnam is what ended the Vietnam War. The North Vietnamese had the goal of Vietnamese Unification and the surrender of South Vietnam in 1975 allowed them to achieve that objective.
North Vietnam and South Vietnam. South Vietnam was a democratic republic and North Vietnam had a socialist government headed by a communist regime. North Vietnam was trying to defeat the democracy of South Vietnam and unify the country.
There IS no North and South Vietnam, only Vietnam. After the US withdrew combat forces from South Vietnam, North Vietnam violated the peace agreement, invaded and conquered South Vietnam. Game over.
