The Civil War in of itself answered this question. The Constitution did not explicitly prohibit this from happening, however ratification of the Constitution may have implied that States are subject to Federal Laws. Although the issue of slavery was the catalyst issue, the Civil War was about the question of States rights vs. Federal power. Up until the Union won the Civil War the right of a state to secede was a matter of dispute.
