It allowed California to join the USA as free soil. But to get this law passed, Congress had to make a big show of appeasing the South by enforcing the Fugitive Slave Act, which was enormously unpopular in the North, arousing new interest in Abolitionism.
The Compromise of 1850 made things worse between the north and the south by not providing a permanent solution to the issue of slavery. This compromise only drug out the dispute that was taking place for an additional 10 years which allowed for people to get more upset over the issue.
Fillmore supported the Compromise of 1850 and like any compromise, it did not satisfy anybody, but it was most hated by strong anti-slavery people in the North.

Both North and South were granted parts of the Texas Territory. At this time, Washington, D.C. still had slaves, but the Compromise of 1850 did away with that practice.
