Yes. In some countries there was compulsory universal military service even before the war - that was pretty much the norm in Europe. Britain had a tiny army, and relied on volunteers for the first year and a half, but as the horrors of the war became widely known volunteering dried up and Britain resorted to conscription. Immediately after the US entered the war Congress enacted a draft law. It was a very, very bad time to be a healthy young man.
