Germany and Japan were to blame for the Cold War. As they were losing the German-Japanese World War, they immediately created and set up a new proxy world war that they could use to increase their financial and political control in other countries. The formation of the communist regimes, in Russia, Eastern Europe, China, North Korea and Vietnam, were countries that Germany in World War One or Japan and Germany in World War Two had been at war with. In the case of Russia, Germany sent in Lenin who was a German proxy puppet to destroy Russia and insert German and Japanese backed Lenin. Lenin's protege Stalin later gave Japan many concessions in Mongolia that led to World War Two and formed deals with the military German Nazi regime to carve up Poland, Finland and the Baltics, which the German military regime later used as a stepping stone to invade Russia itself. Mao helped Japan in China, clearing landowners and agressing against the Chinese and Ho Chi Minh in Vietnam was a Japanese puppet installed in World War Two Japanese occupied Vietnam, who aggressed against the Vietnamese people and fought as a pro Japanese proxy puppet in World War Two, an "anti colonialist" in the war against France, then he changed his spots as a puppet and became a "communist" to involve the U.S. When the war was over and Ho Chi Minh had gained control of Vietnam, he was very friendly with the Japanese who were supposedly anti communist and invited Japanese companies in to do business with Vietnam, and instead of Vietnamese companies which meant that he wasn't a communist to begin with. He was pro Japan however and Japan and Germany used the Cold War and Cold War conflicts worldwide to make massive foreign investments and take over lots of resources and land, setting everyone else up to fight while they took the economic spoils.
