Today, many other countries have nuclear weaponry, but they are not world powers, let alone superpowers.

WWI left the world with a handful of powers all vying for supremacy. WWII on the other hand, saw the emergence of two superpowers. The League of Nations, created after WWI, was replaced by the United Nations, created after WWII. The victors of WWI sought to penalize their opponents, whereas the victors of WWII sough to rebuild from the ruins.
After the conclusion of World War II (although to some extent even before the war ended), two new countries emerged as dominant among the world's nations. These two countries -- the world's newest super-powers -- were the Soviet Union and the United States.
